MEET JOELISA 

New Leadership Delivering Results for Our Community

Mayor Joelisa McDonald

Mayor Joelisa McDonald is a dedicated public servant, educator, and advocate committed to fostering community growth, economic development, and public well-being in Rankin, PA. A lifelong resident, she works to connect residents with essential resources, advance public safety, and create opportunities that enhance the quality of life in her borough.

Joelisa holds a Master’s degree in Leadership from Duquesne University and a Bachelor’s degree in Communications from Point Park University, becoming the first college graduate in her family. Her passion for education extends beyond her academic achievements—she actively gives back as a substitute teacher, supporting and inspiring students throughout the region. She also completed a cohort with the Family Leadership Institute through the Peal Center, equipping her with the skills to advocate for students with disabilities in educational settings.

With a strong interest in technology and security, Joelisa has earned certifications in cybersecurity, including the Splunk Core Certified User credential, and completed an intensive Cybersecurity Cohort with Per Scholas. She continues to expand her expertise in IT and security, recognizing the importance of digital infrastructure in modern governance and economic development.

Joelisa currently serves as a Commissioner with the Eastern Regional Mon Valley Police Department, where she advocates for fair and effective policing practices. Previously, she held the role of Chair, providing leadership and oversight on key initiatives. She also serves on the Personnel Committee, helping to shape policies that impact hiring and operations within her community.

In addition to her work in government, Joelisa is a strong advocate for addressing food insecurity. She previously served as a 412 Food Rescue Food Ambassador and was instrumental in bringing the Giant Eagle Mobile Market to Rankin, increasing access to fresh, affordable food for residents. She also secured funding for the Rankin Christian Center’s Healthy Plates Initiative, further supporting nutrition and wellness efforts in the community.

Joelisa’s leadership and advocacy extend to statewide and regional platforms. She has been featured in publications such as the Pittsburgh Courier, City & State PA, Soul Pitt Magazine, Valley Mirror, and WESA. She has shared her insights on panels for Chatham University’s Women in Politics Forum, the Black Women’s Policy Agenda, the Urban League of Greater Pittsburgh’s Civic Engagement Panel, and the Greater Pittsburgh Community Food Bank Well-Being Symposium with CONNECT.

As she seeks re-election, Mayor Joelisa McDonald remains focused on securing resources, strengthening public safety, and fostering a thriving, inclusive community. With a proven track record of leadership and advocacy, she is committed to building a stronger Rankin for generations to come.
