Mayor Joelisa McDonald
Mayor Joelisa McDonald is a dedicated public servant, educator, and advocate committed to the revitalization and growth of Rankin, PA. A lifelong resident, she has devoted her career to fostering community development, enhancing educational opportunities, and championing social justice initiatives.
Joelisa holds a Master’s degree in Leadership from Duquesne University and a Bachelor’s degree in Communications from Point Park University, becoming the first college graduate in her family. Her commitment to education extends beyond her academic achievements—she currently serves as a substitute teacher, inspiring and guiding the next generation of learners.
With a strong passion for technology and security, Joelisa successfully completed a Cybersecurity Cohort with Per Scholas, equipping her with valuable expertise in protecting digital assets and strengthening organizational security. She also brings critical leadership and oversight to law enforcement operations in her role as a Commissioner with the Eastern Regional Mon Valley Police Department, where she advocates for public safety, transparency, and equitable policing practices.
Joelisa is deeply engaged in social justice work and community leadership. She serves as Third Vice President of the Rankin-Mon Valley Section of the National Council of Negro Women (NCNW) and is the Pennsylvania State Social Justice Chair for NCNW, leading efforts to advance policy initiatives that empower and uplift underserved communities.
Beyond her governmental responsibilities, Joelisa is committed to environmental sustainability and the arts. As a steward of Rankin’s orchard plants, she ensures the maintenance and preservation of green spaces that contribute to the borough’s ecological and aesthetic well-being. Additionally, she serves on the Rankin Arts Council, supporting creative initiatives that enrich the cultural fabric of the community.
Throughout her tenure as Mayor, Joelisa has focused on community revitalization, public safety, government transparency, and economic development. She has been instrumental in strengthening partnerships, advocating for resources, and fostering an environment where businesses and residents can thrive.

As she seeks re-election, Mayor Joelisa McDonald remains steadfast in her mission to restore Rankin’s resources, prioritize public safety, and create a prosperous, inclusive future for all. With a proven record of service and advocacy, she is committed to building a stronger, more vibrant community.
